The U.S. Embassy in Jakarta is seeking an individual for the position of Development Assistance Specialist in the Millennium Challenge Corporation (MCC); Security Investigator in the Department of Homeland Security/Immigration and Customs Enforcement (DHS/ICE); Security Investigator (Trainee Level) in the Department of Homeland Security/Immigration and Customs Enforcement (DHS/ICE); Voucher Examiner for the Financial Management Center; and Visa Clerk in the Consular Section.

Development Assistance Specialist


Basic Function of Position
- The job holder reports to the Resident Country Director, one of two U.S. direct-hire positions at post. The basic purpose of this position is to provide technical advice in designated sectors, and guidance to host government officials in implementing Compact projects to ensure successful completion of the program. Duties and responsibilities focus on working with the host country partners, both governmental and non-governmental, and providing technical support in assigned sector(s) to develop, implement and assess the effects of Compact programs to determine impact in reducing poverty.


Qualifications Required

- Masters degree in Economics, Social and Environmental Sciences, Natural Resources Management or related fields is required.
- Must have seven years of demonstrated progressively responsible professional level experience in the fields of social and/or environmental science, natural resources, health sciences, or governance-related programs. Must have five years of demonstrated professional experience in project implementation work, social research and communication.
- Level 4 (Fluent) speaking/reading/writing in English and Bahasa Indonesia are required. Language proficiency will be tested. At this level, the job holder is required to possess the ability to translate bahasa Indonesia into precise and correct English, and English into precise and correct bahasa Indonesia.
- Must have expert working knowledge of host country applicable laws, by-laws, legislation and decrees as well as policies pertaining to renewable energy, environmental protection, and/or social protection. Must have an extensive knowledge in managing project development with several stakeholders including government agencies and international donors, and solid technical knowledge of the concepts and principals of health and nutrition, Green Prosperity, and/or procurement systems.
- Must have ability to establish and maintain an extensive range of contacts with ministerial and high level officials of the Government in Indonesia (GOI), other USG interest offices and non-government counterparts; must have ability to obtain, organize, analyze, evaluate and present information and to draft clear, concise reports which are factual and analytical in nature; must have ability to interpret and communicate Indonesian priorities and concerns to senior MCC officials; must have ability to conceptualize and design the scope and objectives of planned MCC activities and communicate those to senior levels of the Mission, Agency, senior GOI officials and international donors; must have ability to obtain significant host-country economic, political and social trends and assess their impact on the developed assistance provided to the water sector; must have the capacity to understand the goals of the GOI, educate key senior counterparts, including Ministries, on innovative approaches and activities to water sector issues: must have exhibited expertise and professionalism in high level discussions with GOI, NGOs, grantees and contractors providing technical guidance in the development assistance programs in Indonesia related to the water sector and the environment in addition to interpreting host-country attitudes, priorities and concerns to senior management.
- Must have computer skills in specialized software including operating system and the office applications.

Security Investigator


Basic Function of Position
- The incumbent is required to investigate alleged violations of laws enforced by the US Department of Homeland Security, Immigration and Customs Enforcement, both criminal and civil law violations; develop sources of information; to provide technical support and infrastructure building with our foreign counterparts. In addition, the incumbent acts as an advisor the ICE Attaché and Assistant Attaché in Jakarta.


Qualifications Required

- Minimum Bachelor’s degree in Liberal Arts, Social Science, English, International Relations, Economic, Business or other related field to the law enforcement is required.
- At least five years progressively responsible experience in an organization which deals directly with law enforcement including four years progressively responsible experience with investigation of violations of either criminal or civil laws s is required.
- Level 4 (Fluent) in speaking/reading/writing English and Bahasa Indonesia are required. Language proficiency will be tested.
- Must have knowledge of US federal laws, customs and immigration laws, directives, regulations and ruling. Must have knowledge of host country laws and procedures and agencies responsible for enforcing those laws.
- Must have interpersonal skill and have effective liaison within all levels of host government officials and the public.

Security Investigator (Trainee Level)

Voucher Examiner


Basic Function of Position
- The position serves as US Embassy Jakarta’s Voucher Examiner. Her/his responsibilities include, but are not limited to, reviewing and auditing vouchers and other miscellaneous claims for payments, assures that the claims submitted are in settlement of legitimate obligations incurred in compliance with established regulations, and makes and responds to inquiries from employees/vendors regarding payments. S/He also maintains organized and up to date payment files. In absence of other personnel, this position may need to assist in providing adequate coverage. The job holder works under the direct supervision of the Supervisory Voucher Examiner.

Visa Clerk


Basic Function of Position
- The job holder is responsible for ensuring that the ingress and egress of all visitors to the consular section occurs in an orderly manner in accordance with existing procedures, in close coordination with the consular section and local security. The job holder will also be available to answer applicant questions, assist with biometrics collection, and perform pre-intake checks of visa forms and photos.

- Minimum Diploma II degree in any field is required.
- Two years of progressively responsible experience in work involving extensive and successful public contact is required.
